Cultural Heritage
The Managing Diversity Division (Democratic Governance Directorate) is implementing projects in the field of cultural heritage, as part of the “Technical Co-operation and Consultancy Programme related to the integrated conservation of the cultural and natural heritage”. Their “pilot” dimension provides concrete experience which can be replicated in other contexts, and which is of interest to all member States committed to implementing the European heritage conventions.
Council of Europe action in the field of cultural and natural heritage targets:
promoting diversity and dialogue through access to heritage to foster a sense of identity, collective memory and mutual understanding within and between communities;
contributing to development that is linked to territorial cohesion, life style and relationships through the notion of heritage and landscape as community resources. (more...)

Architectural and Archaeological Heritage
Monitoring of the Convention for the Protection of the Archaeological Heritage of Europe (revised) (Valletta, 1992) and of the Convention for the Protection of the Architectural Heritage of Europe (Granada, 1985).
Launching of actions in line with the Convention on the Value of Cultural Heritage for Society (Faro, 2005).

HEREIN, Observatory on policies and values of the European heritage
HEREIN is an Observatory (database and network of public administrations) on policies and values of the European heritage.
European Heritage Days (EHD)
Once a year, citizens in 50 countries celebrate Europe’s cultural heritage. This initiative of the European Heritage Days, launched by the Council of Europe in 1991, has been since 1999 a joint action of the Council of Europe and the European Commission, putting new cultural assets on view and opening up historical buildings normally closed to the public.
Field Cooperation
Regional Programme for South East Europe
Launched in 2003 in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Romania, Serbia, "the former Yugoslav Republic of Macedonia" and Kosovo*, it includes three components (institutional capacity building, heritage rehabilitation and local development).
Local Development Pilot Projects (LDPP)
The aim is the adoption of strategies to integrate economic efficiency, cultural diversity, social cohesion and ecological balance. The LDPP was successfully implemented in Slovenia (Karst region, 1998-2002), and has been in operation in Croatia and “the former Yugoslav Republic of Macedonia” since 2008, and in Cyprus since 2012.
EU/Coe Support to the promotion of cultural diversity in Kosovo*
In collaboration with the appropriate institutions, this project aims at developing activities linked to cultural heritage rehabilitation (especially its economic potential), by using cultural heritage as a tool for reconciliation and dialogue between communities.
Community-led Urban Strategies in Historic Towns (COMUS)
COMUS is a European Union and Council of Europe Joint Programme implemented as part of the EU Eastern Partnership Culture Programme. Activities are being implemented since 1 January 2015 in partnership with the Organization of World Heritage Cities in Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine.
